Run-Off

I've seen this photo on Facebook several times over the past couple of years.  Interesting as it may be, it just ain't true.  
Although many states do severely limit what you can do with captured rainwater, Colorado is the only state where it might be illegal --- and they currently have legislation in process that would allow it there.  Texas actually encourages the practice.
